The procedure for obtaining permission for seafarers to leave for work

The Cabinet of Ministers of Ukraine, by Resolution No. 992 dated September 2, 2022, introduced the procedure for seafarers to leave for work.

The right to cross the state border was granted to:

  • cadets of educational institutions;
  • persons following to work on ships as part of the crews of ships making voyages to/from the seaports of Ukraine;
  • other persons required to work on seagoing vessels, inland navigation vessels as part of the crews of such vessels.

To cross the state border, cadets must provide the following documents:

  • seaman's identity card;
  • a certificate from the educational institution about sending the cadet to undergo practical training on a ship under the Ukrainian or foreign flag;
  • military registration documents with the corresponding marks of the district (united district), city (district city, united city) territorial center of recruitment and social support.

Persons of the second and third categories must have the appropriate education and qualifications obtained before February 24, 2022, or be graduates of educational institutions that completed their studies during the period of martial law. In addition, they need to receive from the Shipping Administration "Confirmation of receipt of copies of educational and qualification documents".

The shipping administration within two days from the moment of receipt of certified copies of documents issues a confirmation in any form signed by the Chairman or his deputy, containing a seal, or on which a qualified electronic signature is affixed.


What you need to do to get Confirmation:


Step 1: go to the main page of the official website of the Shipping Administration (marad.gov.ua) and select Confirmation of receipt of copies of seafarers' documents or directly via the link https://seaman.marad.gov.ua/register.


Step 2: fill out the form and click "Create account".
In the form, we upload scanned copies of: seafarer's identity card; a document confirming the receipt of professional education; work documents (diplomas and their confirmations for command staff, specialist's certificate for rank-and-file staff).

Step 3: after checking the data by employees of the Shipping Administration, the "Receive confirmation of receipt of copies of educational and qualification documents" button will appear in the "Personal Cabinet".


Step 4: click "Receive confirmation of receipt of copies of educational and qualification documents" and after processing the request, we receive "Confirmation of receipt of copies of educational and qualification documents", signed with an electronic signature. To receive a Confirmation with all data (including the CEP), click "Print".

 

In addition to the "Confirmation of receipt of copies of educational and qualification documents" from the Shipping Administration, persons who are going to work on ships as part of crews of ships making flights to/from seaports of Ukraine must provide:

  • seaman's identity card;
  • ship role (list of ship crew members).
  • In addition to the "Confirmation of receipt of copies of educational and qualification documents" from the Shipping Administration, other persons who are going to work on sea vessels, inland waterway vessels as part of the crews of such vessels must provide:
  • seaman's identity card;
  • military registration documents with relevant marks of the district (united district), city (district in cities, united city) territorial center of recruitment and social support.

In addition to the "Confirmation of receipt of copies of educational and qualification documents" from the Shipping Administration, persons who are going to work on ships as part of crews of ships making flights to/from seaports of Ukraine must provide:

  • seaman's identity card;
  • ship role (list of ship crew members).
In addition to the "Confirmation of receipt of copies of educational and qualification documents" from the Shipping Administration, other persons who are going to work on sea vessels, inland waterway vessels as part of the crews of such vessels must provide:
  • seaman's identity card;
  • military registration documents with relevant marks of the district (united district), city (district in cities, united city) territorial center of recruitment and social support.

  • Also, persons who are going to work on sea vessels, inland waterway vessels as part of the crews of such vessels during border crossing must have an employment contract (contract) for work on a sea vessel, inland waterway vessel or a letter from the ship owner, vessel operator on the intention to conclude an employment contract (contract) with a citizen of Ukraine for work on a sea vessel, an inland navigation vessel.
    After receiving the Confirmation from the Shipping Administration, persons who are going to work on seagoing vessels, inland waterway vessels as part of the crews of such vessels are obliged to personally inform the relevant authorities where they are on military registration within 7 days and obtain permission to leave their place of residence the head of the relevant district (city) territorial center of staffing and social support (conscripts and reservists of the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine - without the permission of the relevant head) for presentation to officials of the DPS of Ukraine when crossing the border. The same should be done by cadets who have been sent to undergo practical training on ships flying the Ukrainian or foreign flag.

    Persons who, according to the resolution of the CMU, have the right to cross the state border, may stay abroad continuously for no longer than the term of the employment contract (contract).

Ukrainian Seafarers are allowed to leave Ukraine for a work

The text of the resolution of the Cabinet of Ministers on the crossing of the Ukrainian border by seafarers was published


In addition to the categories of seafarers of draft age who are allowed to leave Ukraine, the resolution also contains a list of documents that they need to present, namely:


1. For cadets - a seafarer's identity card, a certificate from their educational institution, military registration documents.


2. For persons going to work on ships going on voyages to/from seaports of Ukraine - a seafarer's identity card, a crew list, confirmation from the central executive body authorized in the field of maritime transport on receipt of copies of educational and qualification documents of the traveler.


3. For other persons traveling to work on sea vessels - a seafarer's identity card, confirmation from the central executive body authorized in the field of maritime transport on receipt of copies of educational and qualification documents of the departing person, a valid employment agreement for work on a sea vessel, or a letter from the shipowner about the intention to conclude an employment contract, as well as military registration documents. Stay abroad will be strictly limited by contract, so that they will not be able to stay abroad longer.


In addition, seafarers will be denied exit from Ukraine if more than 12 months have passed since the end of the last employment contract or the seafarer wishes to leave less than 5 months after returning to the country.

The document notes that such refusal conditions will not apply to students, however, they and the persons from paragraph 3 will be required to obtain permission from the military registration and enlistment office before leaving.

COSCO Shipping's Largest Heavy-Lift Vessel Delivers Two Floating Dry Docks

After a one-month long journey on board COSCO Shipping’s heavy lift vessel Xin Guang Hua, Damen’s two floating dry docks have arrived in Curaçao, a Dutch Caribbean island.

Xin Guang Hua had to wait out for the heavy winds and currents on April 28 to pass before being hauled into harbor early Sunday morning by KTK tugboat Manta.

The locals in Willemstad, the capital of Curaçao, gathered to welcome the arrival of the floating docks, which are part of Damen’s USD 40 million worth investment in the yard’s infrastructure and equipment. The yard is located on the route to the Panama Canal and features two graven docks and almost 2 kilometers of quayside.

It was taken over by Damen in February 2017 and has been renamed Damen Shiprepair Curaçao (DSCu).

The 255-meter semi-submersible sailed 5,000 miles to transport the 120-meter floating dry dock, accommodated inside the 230-meter Panama dock.

The two drydocks are aimed at bolstering the ship repair capacity at Damen’s Curaçao-based yard. They are expected to become operational in August, this year.

First ever remotely operated trading vessel is put on trials in Copengagen

The Rolls Royce together with world's biggest tug operator Svitzer A/S launched the first ever comercial remotely operated vessel on June 20, 2017 in Copengagen. 

From the quay side in Copenhagen harbour the vessel’s captain, stationed at the vessel’s remote base at Svitzer headquarters, berthed the vessel alongside the quay, undocked, turned 3600, and piloted it to the Svitzer HQ, before docking again. The companies have also signed an agreement to continue their cooperation to test remote and autonomous operations for vessels. The primary systems involved will be autonomous navigation, situational awareness, remote control centre and communication.


“It was an honour to be present at what I believe was a world first and a genuinely historic moment for the maritime industry. We’ve been saying for a couple of years that a remotely operated commercial vessel would be in operation by the end of the decade. Thanks to a unique combination of Svitzer’s operational knowledge and our technological expertise, we have made that vision a reality much sooner than we anticipated.”

Pioneering technology

The Svitzer Hermod, a Robert Allan ship design, was built in Turkey at the Sanmar yard in 2016. It is equipped with a Rolls-Royce Dynamic Positioning System, which is the key link to the remote controlled system.

The vessel is also equipped with a pair of MTU 16V4000 M63 diesel engines from Rolls-Royce, each rated 2000 kW at 1800 rpm.

The vessel also features a range of sensors which combine different data inputs using advanced software to give the captain an enhanced understanding of the vessel and its surroundings. The data is transmitted reliably and securely to a Remote Operating Centre (ROC) from where the Captain controls the vessel.

The Remote Operating Centre was designed to redefine the way in which vessels are controlled. Instead of copying existing wheelhouse design the ROC used input from experienced captains to place the different system components in the optimum place to give the master confidence and control. The aim is to create a future proof standard for the control of vessels remotely.

Development of drones' technologies as well as IoT slowly but surely leads to implementation of new logistic services into most spheres of our activity. This time the shipping industry which is traditionaly very conservative becoming a pioneer

in implementation of new way of interaction along with major IT companies.

Marius Johansen, VP Business Solutions & Marketing, WSS Ships Agency explains, “Whether it is deliveries of critical documents or vital medical supplies, tank inspections, or monitoring cargo and stockpile levels, we believe semi-autonomous drone flights can support and further enhance what our ships agency team can offer our customers”.

Adding, “Relied upon by owners, operators, vessels and crew to get spare parts, medicine, documents, or cash to master where it needs to be at moment’s notice, drone delivery is a natural extension of our existing agency service portfolio”.

Dispensing with the need for launch boats to deliver such essentials to vessels at anchorage, along with cutting delivery times, Johansen estimates drone flights will also slash costs. With launch vessels typically costing on average 1500USD, he suggests a drone delivery would eventually come down to costing just 150USD.

Launching a large scale working pilot project in one of the world’s busiest ports in 2017, in spite of the complexity of global aviation rules and restrictions placed on unmanned aerial vehicles, for WSS drone delivery is very much here to stay.

New application of AHTS fleet invented in U.A.E.

According to The Guardian, UAE will be run out of ground water in the next 15 years  The major source of the fresh water in the area is mostly desalination, and average daily consumtion rate isabout 500 liters of water a day per person. A private company form Masdar City, Abu Dhabi, claims the National Advisor Bureau plans to send a vessel to Antarctida to haul the iceberg nearly ~13 000 kilometers to Fujairah.


Сompany claims the iceberg can provide enough water for one million people for five years. Moreover, there is a large influx of tourists to the Fujairah region to observe this unusual event.


The idea of towing icebergs is not at all new, this procedure has been used for quite some time by the offshore fleet to prevent the collision of icebergs with drilling platforms in the Arctic regions of Canada.
