The Australian Maritime Safety Authority has imposed a detention order on a bulk carrier following violations of seafarer wage payment requirements under the Maritime Labour Convention. The vessel was prohibited from leaving Australian waters after authorities discovered systematic failures to meet minimum standards for crew compensation and working conditions.
The enforcement action represents AMSA's escalating response to MLC non-compliance, building on detention powers strengthened under amendments that took effect in 2022. Maritime Labour Convention violations have triggered 23 vessel detentions in Australian ports since the enhanced framework was implemented, with wage payment failures accounting for nearly half of all enforcement cases.
The detention follows a broader pattern of increased scrutiny on seafarer welfare standards across Pacific rim jurisdictions. Port state control authorities have reported a 40% increase in MLC-related deficiencies over the past 18 months, with accommodation standards and wage documentation emerging as persistent violation categories.
